THE TRUTH ABOUT SEPTEMBER 11 BELONGS TO THE AMERICAN PEOPLE

To the Director of the Federal Bureau of Investigation:

We, the undersigned—families of those murdered on September 11, 2001, survivors of the attacks, and members of the American public committed to the FBI’s mission to protect the American people—respectfully petition you to take immediate action to release long‑withheld records concerning the September 11 terrorist attacks and the support networks that enabled them.

Nearly 3,000 innocent people were murdered on September 11, 2001. For more than two decades, families and survivors have sought full transparency about how those attacks were carried out, who provided assistance to the hijackers, and why critical evidence remains concealed. Evidence uncovered through civil litigation, investigative reporting, and government records demonstrates that U.S.-based support networks—including individuals linked to foreign government entities—assisted the hijackers prior to the attacks, yet key FBI records remain hidden from the American people.

Congress enacted the Justice Against Sponsors of Terrorism Act (JASTA) to ensure accountability. In 2018, a federal court authorized a subpoena requiring the production of critical 9/11‑related evidence. In 2021, Executive Order 14040 directed the FBI to review and release information related to the government’s investigation of the September 11 attacks, except where the strongest possible reasons counsel otherwise. Those obligations have not been fully met.

This continued withholding of records undermines public trust, frustrates the pursuit of justice, and conflicts with the FBI’s core mission. Transparency in this matter is not about revisiting the past for its own sake—it is about accountability, institutional integrity, and ensuring that the lessons of September 11 are fully learned to protect our nation going forward.

As our nation approaches both the 25th anniversary of the September 11 attacks and the 250th anniversary of the United States, Americans will reflect on the principles that define this country: truth, accountability, and the rule of law. Those principles must apply with equal force when nearly 3,000 of our fellow citizens were murdered on U.S. soil.

We therefore call on the FBI to:

  • Release all remaining September 11–related records in its possession that have not been disclosed to the families or the public[i]
  • Fully comply with the 2018 federal subpoena and Executive Order 14040
  • End the decades‑long pattern of delay, restoring public trust through meaningful transparency and accountability

“Never Forget” is not a slogan to be repeated once a year—it is a commitment to truth and to protecting future generations from preventable harm. The truth about September 11 belongs to the American people. It is time for the FBI to release it.


[i] We support releasing all remaining 9/11 records while responsibly withholding only what would actually endanger national security. Classification must not be used as a blanket excuse for secrecy. If the risk is speculative or minimal—and the public’s need to know is greater—then the information must be released.
